Baimskaya Copper Project
The Baimskaya copper-porphyry area is located in the Bilibinsky district of the Chukotka Autonomous Region. This is one of the richest mining provinces in the world, including 13 deposits with a resource potential of 23 million tons of copper, as well as resources of gold, molybdenum and silver. It is here that the construction of the Baimsky mining and processing plant is currently underway.
About the project
The development of the Baimskaya ore zone is the largest investment project in the Far East.
The construction of the Baimsky Mining and Processing Plant (GOK) is a large-scale project, unique in its engineering solutions. It includes the construction of 46 facilities with total investments exceeding RUB 1.1 trillion.
Key facilities include: a mining and processing plant at the Peschanka deposit, the Chaun universal sea terminal, an all-season road over 400 km long connecting the plant to the sea terminal, and a 330 kV high-voltage power transmission line running parallel to the road.
Design documentation for all project facilities has been completed in full and has passed state expert review.
As of April 2026, the following key infrastructure facilities have already been commissioned at the Peschanka deposit:
- first fuel storage facility (capacity: 49,400 m³)
- airstrip
- first and second phases of the residential camp
- on-site roads
- 35 kV and 10 kV power transmission lines
- 110 kV power line and substation
- earthworks centre
- repair workshops
- concrete plant
- construction materials quarries
- crushing and screening plants
- cellular communication towers
- water intake facility
Currently under completion at Peschanka: the third phase of the residential camp, a waste management complex, a checkpoint, and a truck scale.
Simultaneously under construction: the processing plant, mining equipment maintenance complex, tailings storage facility, fire station, wastewater treatment facilities, and second fuel storage facility. A contract has been signed for the construction of the processing plant and for the supply of key process and mining equipment.
In Bilibino, a town located between the deposit and the sea terminal under construction, a transport and logistics centre is already operating to handle cargo deliveries and road construction.
Within the boundaries of the Pevek seaport at Cape Nagleynyn, construction of the Chaun sea terminal continues. Site preparation for onshore infrastructure is complete, on-site roads are ready, and a fuel storage facility has been commissioned.
Future plans include: dredging the water area, creating an approach channel for vessels, and constructing hydraulic facilities to accommodate four modernized floating nuclear power units (which will supply electricity to the Baimsky GOK), as well as a cargo berth. The terminal’s design capacity will be approximately 2 million tonnes of cargo per year.
The development of the new sea terminal will support the "Year-Round Northern Sea Route" initiative, increasing total cargo traffic along the NSR to 150 million tonnes by 2030.
Construction is underway on a year-round road from the port to the deposit via Bilibino, with a total length of over 400 km, including 13 bridges. Until the road is commissioned, the company builds approximately 600 km of ice roads annually to deliver cargo from the port of Pevek to the deposit.
A 330 kV high-voltage power transmission line and a switching station are being built along the road.
To power the Baimsky GOK, four floating nuclear power units are under construction, with a total installed capacity of 440 MW. Each unit will be equipped with two RITM-200S nuclear reactor plants. Three of the units will serve as the primary power source, while the fourth will act as a backup for cyclic replacement during refuelling and maintenance of the primary units.
The launch of production will increase copper output in Russia by 25% and gold output by 4%. The most modern and efficient approaches in mining and processing production will be utilized for the development of the deposit (for example, advanced direct flotation technologies), and the project will create new high-paying jobs.
To ensure the effective production of goods from the Baimsky MPP, all necessary infrastructure will be built, including a year-round port terminal and an all-weather road stretching 428 km between the deposit and the new port for shipping products to the market via the Northern Sea Route.
Estimated capital construction cost: $8.5 billion
Annual processing capacity: 70 million tons
Average annual production over the first 10 full years of operation:
- Copper: 300,000 tons
- Gold: 490,000 ounces
The Peschanka deposit, located within the Baimskaya licensed area, contains measured, indicated, and inferred resources evaluated according to the JORC Code at 9.9 million tons of copper with an average grade of 0.39% and 16.6 million ounces of gold with an average grade of 0.21 g/t.
