The Amur Gas Chemical Complex (GCC) is one of SIBUR's priority projects. It is a joint venture between SIBUR, one of the fastest growing petrochemical companies in the world, and China Petroleum & Chemical Corporation (Sinopec), a leading energy and chemical company in China producing polyethylene and polypropylene of brands in demand in the Russian and global markets.

About the project

The shares of SIBUR and Sinopec in the joint venture are 60% and 40%, respectively.

The production capacity of the complex will be 2.7 million tons of finished products per year. Construction began in August 2020. The planned commissioning date is 2027.

The area of ​​the Amur GCC construction sites is more than 300 hectares. The complex is being built in the Svobodnensky District, 15 km from the city of Svobodny.

More than 15.5 thousand people are involved in the construction of the future complex. The Amur Gas Chemical Complex project readiness exceeded 49% by the end of May 2024

The Amur Gas Chemical Complex will become one of the largest and most modern plants in the world for the production of basic polymers.

The plant will produce polyethylene and polypropylene of various commercial grades from ethane, propane and butane, which will be supplied from the neighboring Amur Gas Processing Plant.

In 2020, investments in the project were estimated at $10-11 billion.

In the long term, up to 2040, the implementation of the project will increase the volume of non-resource exports of Russia by 4.6 trillion rubles.

According to Sibur, the project provides for the extensive use of Russian-made equipment, the degree of localization of the project equipment is 72%.

The implementation is synchronized with the gradual ramp-up to full capacity of the Amur Gas Processing Plant of Gazprom.

Gas fractions — ethane and liquefied hydrocarbon gases, which will be delivered here from the Amur Gas Processing Plant — are first sent to the pyrolysis unit, where the first reactions will occur under high pressure and high temperature, converting ethane into ethylene, and propane into propylene.

A total of 9 pyrolysis furnaces will be built, 8 main and 1 backup.

In terms of thermal capacity and the amount of ethylene produced, they will correspond to the best world analogues.

The project is being implemented taking into account the best world standards in the field of ecology and in accordance with the principles of sustainable development.

For example, the Amur Gas Chemical Complex is implementing the concept of zero discharge — a closed water circulation cycle. This will minimize the amount of wastewater and the impact on the water body, as well as significantly save water consumption due to its repeated use in production.
