Baltic Project

The Baltic Project is a project for a large complex for processing ethane-containing gas (CPECG) and producing liquefied natural gas (LNG) in the Ust-Luga region (Leningrad Region).

Investments in the construction of the complex will amount to 4.915 trillion rubles, as follows from the project passport.

The project will include a gas processing plant (GPP) with a capacity of 45 billion m3 / year, as well as a plant for the production of liquefied natural gas (LNG) with a capacity of 13 million tons / year.

The GPP will be one of the largest in the world in terms of capacity, and the LNG plant - the most powerful in North-West Europe.

After processing, about 18 billion m3 / year of gas will be sent to the gas transmission system (GTS) of Gazprom.

The project's raw material base will be rich gas with a high ethane content, extracted from the Achimov and Valanginian deposits at Gazprom's fields in the Nadym-Pur-Tazovsky region and delivered via dedicated gas pipelines. In the future, the Tambeyskoye field will be used, located on the Yamal Peninsula within the boundaries of three Gazprom subsoil sites - West Tambeyskoye, North Tambeyskoye and Tasiyskoye.

The Tambeyskoye field is the largest in terms of reserves on the Yamal Peninsula, its reserves amount to more than 5.2 trillion m3 of gas and 380 million tons of oil and gas condensate.

The CPECG will include two enterprises:

  • an integrated complex for processing and liquefying natural gas (gas processing complex, GPC KPEG), operator RusKhimAlyans, a parity joint venture of Gazprom and RusGazDobycha,
  • a gas chemical complex (GCC CPECG) technologically linked to the GPC, operator Baltic Chemical Complex (BCC), a subsidiary of RusGazDobycha.

Implementation of the stages of the megaproject in Ust-Luga:

- construction of facilities:

  • GPC - 1st stage - 2021-2025, and 2nd stage - 2023-2026,
  • LNG plant - 2024-2026 and 2024-2027 respectively,
  • GCC will be built in 2026-2027;

- launch:

  • Gas processing plant - 1st stage is planned for 2026, 2nd stage - in 2027,
  • LNG plant - 1st stage is planned for 2027, 2nd stage - in 2028,
  • Gas chemical plant will be implemented in 2nd stages in 2026 and 2027.
